A longtime active member of the International Medical Graduate Taskforce and past chair of the Connecticut Chapter of the American Immigration Lawyers Association (AILA). Andy is chair of the CT AILA/Hartford USCIS Liason Committee, and he has also served on AILA national committees. He is a frequent national speaker on immigration topics and contributor to legal periodicals and other publications.

Pamela D. Lucas, Counsel, joined Wizner Law, PLLC, at its founding in 2022. With three decades of experience as an attorney — the last 12 years spent with a concentration on employment-based immigration law at Leete, Kosto & Wizner, LLP — Pam currently focuses on H-1B, L-1, and O-1 petitions, as well as labor certification, extraordinary ability, national interest waiver, and multinational manager employee transfer processes.
Admitted to practice in 1991, Pam is a member of the bar in Connecticut and Massachusetts. She is also an active member of the Connecticut Chapter of the American Immigration Lawyers Association (AILA) and chairs its State Advocacy Committee.
Previously, Pam served as research attorney for the Connecticut General Assembly’s Office of Legislative Research and as instructor in legal research and writing at Western New England University School of Law.
Pam has a long-held interest in Latin America and is fluent in Spanish. For over a decade, she has represented asylum seekers on a pro bono basis in immigration court and with affirmative application matters and serves on the Interpreter Committee of the River East Resettlement Alliance. Pam is also a member of the board of directors of the Hartford Symphony Orchestra, and of TALK, Inc., a Glastonbury non-profit social advocacy organization.
Pam received her Juris Doctor from Rutgers University and her Baccalaureate from Princeton University in politics and Latin American studies.
Frank Baliko has worked in employment-based immigration law since 2015 and has served as an Immigration Paralegal at Leete, Kosto & Wizner, LLP since 2018. He is currently an Immigration Paralegal at Wizner Law, PLLC. In this role, Frank welcomes the opportunity to help solve the challenges our clients face in this rapidly changing, increasingly important, and highly specialized field.
Frank graduated with honors from The State University of New York College at Cortland with a baccalaureate degree in sociology.
New York state transplants, Frank and his wife Allison are excited to be raising their son in Connecticut and look forward to the surprises of each new day as parents.
Melissa A. Hayford joined Leete, Kosto & Wizner, LLP in 2012. She is currently an Immigration Paralegal at Wizner Law, Inc., PLLC, bringing a decade of extensive experience in employment-based immigration law. In those 10 years, she developed an exceptional level of expertise in H-1B, O-1, TN, L-1, DACA, VAWA, adjustment of status, consular processing, requests for evidence, and inadmissibility/hardship waivers processes.
A graduate of the University of Massachusetts at Amherst Melissa earned a Bachelor of Arts in Spanish. She serves as a volunteer for a local animal rescue organization where she fosters homeless cats. In her spare time, she enjoys reading, hiking, visiting her nephews, and relaxing with her resident pets.
Julie Zhu joined Leete, Kosto & Wizner, LLP as an Immigration Paralegal in 2004, and has built an expertise in physician immigration. She transitioned to Wizner Law, Inc., PLLC, as an Immigration Paralegal in 2022.
Born in China, Julie is an alumnus of Shanghai International Studies University, where she earned a Bachelor of Arts in English Language, Literature and Linguistics, and the University of Southern California, where she earned a Master of Science in Engineering. Before immigrating to the U.S., Julie was a lecturer at Shanghai University of Finance and Economics. She is fluent in English and Mandarin.
Selena Chambers, Office Manager, joined Wizner Law, Inc., PLCC in 2023, bringing her previous law firm experience. With her entrepreneurial background in life insurance industry, Selena brings business acumen to her job.
